chore: replace passlib with bcrypt

Browse Source 
passlib uses deprecated crypt module which is deprecated and scheduled
for removal in 3.13. Unfortunately, this module seems to be
unmaintained, so this commit replaces passlib with bcrypt, unfortunately
breaking current passwords
